Demand for transport is growing with our economy facing constraints if congestion is not tackled. The Government published a Command Paper ‘Towards a Sustainable Transport System' in October 2007 this sets out the how the Government is responding to the Eddington Transport Study and to the recommendations in the Stern Review, as well as the DfT's plans for 2013-14.

This two-day conference, held in conjunction with the Chartered Institute of Logistics and Transport (CILT), and consulted on with the Department for Transport, is timed to coincide with the expected publication of the Green Paper. The conference examines how the Government can meet its five transport goals of Competitiveness and productivity, Climate change, Safety, security and health, Quality of life and Social equity. It focuses on the challenge of how policies can be implemented which meet these often conflicting goals and how the public can be engaged in a true debate on the future of transport in the UK.

Key issues to be discussed:

  • Maximising competitiveness and productivity on national networks
  • Increasing capacity and reducing congestion on the roads
  • Increasing rail capacity: how much scope is there for further growth?
  • Can short sea shipping be used to relieve pressure off road and rail?
  • International gateways for passenger and freight transport: how much more capacity is needed and can it be provided?
  • The economics of addressing transport in the city regions
  • Legal issues with scheme design and alternatives to road user charging
  • The importance of integrating transport with wider priorities at a regional and sub-regional level
  • Accessing and reducing accident risk across the modes
  • Increasing security and reducing terrorist threats to transport
  • Using price signals to encourage lower carbon transport
  • Towards a fully accessible public transport system

Adam Marshall, Head of Policy at the Centre for Cities, will be speaking on the first day of the conference.
